A woman who filmed the aftermath of the attack witnessed the man sitting on top of the vehicle before officers arrived.
The woman, who did not want to be named, said passersby were angry at the man and spat on him before he was handcuffed.
“He was calm … he was kind of waiting for [arrest],” she said.
